The shaping of events seems, to a great degree, to be determined by his power, ambition, or caprice. But in the word of God the curtain is drawn aside, and we behold, behind, above, and through all the play and counterplay of human interests and power and passions, the agencies of the all-merciful One, silently, patiently working out the counsels of His own will. {Ed 173.2}

And that wickedness in a person is no longer present simply because they believe it or said it so! I thought they understood the Bible’s clear statements, a leopard cannot change its spots, an Ethiopian his skin, etc… see Jeremiah 13:23
I often hear that people should be given a «second chance», in reference to Mr. Trump. The former President wasn’t given a «first chance». The truth is, some accept one person regardless of their character, and reject others, regardless of their character!
Of a truth I perceive that God is no respecter of persons – Acts 10:34
But yes, men always think that they are caring out their will, but in truth, God’s will although obscured by immediate circumstances, always succeeds in the end. The Crucifixion of Christ is a perfect example of this.
«All will cooperate in accomplishing the purposes of God, just as did Annas, Caiaphas, Pilate, and Herod. In putting Christ to death, the priests thought they were carrying out their own purposes, but unconsciously and unintentionally they were fulfilling the purpose of God». Conflict and Courage 371.3
